James wurde am 26. Oktober 1954 in Cleveland, Ohio, geboren. Während seines Studiums an der Bowling Green State University begann er mit der Schauspielerei. Seine erste Schauspielrolle war in einer Campus-Produktion von Matters of Choice von Chuck Gordone. Pickens erwarb 1976 seinen Bachelor of Fine Arts an der BGSU.
Am 27. Mai 1984 heiratete James Gina Taylor, ein ehemaliges Mitglied von Musique. Zusammen haben sie zwei Kinder.
