Full Summary[]
Vic and Theo run together.
Maya sleeps on top of the covers, still in her work clothes. She's next to Carina, who wakes up when her phone buzzes. Maya wakes up as Carina gets out of bed.
Sullivan works out in the gym.
Andy starts to reply to Eli's offer to take her out, but deletes it.
Travis practices his speech in the mirror.
Maya makes the bed as Carina talks to Bailey on the phone. Carina thanks Maya for staying, saying it was good to feel safe with her. They spent the night in the same bed, but she doesn't want Maya to make it more than it was. Maya asks if they can do it again, but Carina wants to see how the day goes first. Carina leaves.
Ben is upset because Bailey has poked the bear and now has a lot of attention on her for the clinic. He doesn't want her to hurt, but Bailey sees the bigger picture of the grievous loss of rights. Ben wants her to take steps to protect herself and tries to give her mace. She knows she'll end up spraying herself with it. There's a knock at the door and Bailey tells Carina to come in. She's surprised to see Ben there, but Bailey says he took a personal day to convince her to arm herself. She quietly asks Carina if she got the stuff. Ben realizes they're up to something. He wants to know what's going on. Carina and Bailey leave.
Jack and Travis are giddy as Vic comes into the barn. She told them no first-day shenanigans. Travis says it's tradition. They didn't do it with Beckett, and look what happened. Theo comes in covered in confetti. He says it's funny and calls for them to line-up. When they don't listen, he finally looks and sees that his nameplate is upside down. The team then lines up. He says he plans to run things differently from Beckett. He wants them to have better communication and asks them to communicate often. Also, he won't be hiding behind his tablet. He'll be in it with them as much as possible. He also got them bagels. The team rushes to get some, except Sullivan and Andy. Andy thinks something's wrong with Sullivan, but he denies it.
Travis asks Theo how it feels and he says it feels good. He's learned a lot and grown a lot since he was last captain and that's thanks to Vic and Travis. He'll get it right this time. Travis knows that. Travis tells him he'll be great even though Travis won't be out there with him. Theo is confused. Travis put in a request to be on desk so he could prepare for a mayoral town hall. Travis finally realizes Theo's joking. Theo says he can be on desk and clean turnouts as he sits on a Whoopee Cushion. The team gets called out and Theo says Travis will be great. Travis puts the Whoopee Cushion back on Theo's chair.
The team arrives at a house. Theo gives directions to check out the house. A neighbor comes up and says she saw smoke. The Neely boys have been making so much noise all hours of the night and day. She shows Theo where she saw the smoke and he sends Vic and Jack inside with a med kit in case anyone inside is hurt. The neighbor knows they're in there because she heard them yelling.
Inside, Jack and Vic find Jim and Gabe Neely, who are fighting. Gabe has a sledgehammer and is attempting to renovate the house over Jim's objections. Vic and Jack try to calm them down, but Gabe continues swinging the sledgehammer. He hits a window, which sends glass flying into the neighbor's eye.
Maya takes the neighbor to examine her as she threatens to send the brothers to jail. Andy and Sullivan check and see if they're needed, but Theo sends then back to their post. Theo tells Maya to get the neighbor to the aid car and come back to inspect the house.
Ben enters a clinic. Bailey is upset to see him. It's a crisis pregnancy center with a similar name to the Elena Bailey Memorial Clinic for Reproductive Health, with the intent of tricking people into thinking they're at the right place to get an abortion. Ben wants them to hand out information about their clinic and leave, but that's not the plan. Carina pretends Ben's her husband as people start staring. Bailey says they just need someone on staff to give medical advice so they can bring the clinic down. Carina says it's just a fine, but it's a start. They need to know what they're saying to patients so they can get it shut down. Nancy interrupts their bickering to bring Carina back. Ben poses as her husband and Bailey as her supportive friend and says she's seeking an abortion.
Andy and Sullivan report to Theo that the foundation is unstable. Maya sees the same thing on the other side. Theo says he'll double-check it and orders them to shut the utilities off. Sullivan says if they've all checked it and he checks it again, that means it's quadruple-checked.
Inside, Gabe and Jim continue to fight. Vic and Jack try to mediate as Theo radios in to tell them to evacuate. Vic tries to get the brothers out, but they won't go. Gabe hits the wall again.
Eli tells Travis that Robel has impressive credentials. He might be the smartest politician Eli knows, but he's boring and he doesn't have a campaign manager like Eli to get him to inspire people. Eli quizzes him about his plan for crime rates. Travis pulls out his notecards and reads from them.
Nancy says once they confirm pregnancy, they can talk about options. Carina says she doesn't need options. She needs an abortion. Nancy says she understands and calls Carina "Mommy" as she talks about it being a scary time. She leaves the room. Once she's gone, Carina pulls out some urine she got from a pregnant coworker. Bailey's upset at the clinic. Ben starts arguing with Bailey about her staying safe. Carina shushes them. She reminds them they're on a mission. They just need Nancy to come back and give medical advice so they could complain. Ben wants to know how they're planning to do that, but Bailey thinks they can do it.
Travis practices his talking points and checks his notecards. He got close. Eli gets a notification and shows Travis an attack ad from Dixon's campaign. Travis is upset by it.
Theo asks for an update. Vic tells him the homeowners aren't cooperating. She and Jack are keeping the brothers separate, but they still refuse to leave. Gabe says their mom wanted him to fix the house, but Jim says he isn't doing that. He tackles Gabe to the ground. A crack spreads down one of the walls. Theo radios in again. Vic says she needs to focus so she turns off her radio. A sink falls through the roof and hits Jim.
Nancy presents Carina with the pregnancy test. She wants Carina to read it. Carina says it's positive and Nancy congratulates her. Carina starts to tear up. Nancy has more information for Carina, so she leaves to get it. Ben says it's clear she knows she can't dispense a medical diagnosis. Carina says it's her first positive pregnancy test and it isn't real.
Travis rants about the ad, but Eli says it means they're scared of Travis. Travis cares about the right and wrong. Eli asks him his plan for the housing crisis. Travis says things seem complicated, but they're not. The housing problem has a simple solution: more housing. Eli realizes it's better if Travis says things his own way. Travis still wants his cards, but Eli burns them. Travis stomps out the fire. Eli says he doesn't need them and just to be himself.
Sullivan tells Theo they can use the basement to stabilize the house enough to buy them some time. Theo's upset they went into the basement without talking to him. Sullivan says the foundation could give any minute. Theo says they're following protocol and waiting for USAR.
Nancy comes back with pictures that indicate the size of the baby based on her last period. Bailey asks Nancy how far along Carina is. Nancy says it's hard to be exact. She hands Bailey the car that says 8 weeks - raspberry. Bailey asks if the raspberry has a face. Nancy says it should be about what Mommy wants. Carina says Mommy wants an abortion. Nancy asks if that's what Daddy wants. Ben says Daddy wants whatever Mommy wants. Bailey wants Nancy to stop talking to them like they're kittens. Carina reminds her she's there for an abortion and doesn't want to continue the pregnancy. Nancy says that there are some studies being conducted investigating the link between abortions and an increased risk of developing cancer. Bailey says that's different from studies showing something. Ben asks Nancy if she's a doctor. Nancy says she's a pregnancy professional. Bailey says she is a doctor and abortion doesn't increase the risk of cancer. Nancy says Bailey needs to wait outside for the rest of the appointment. She broke protocol letting her in in the first place. Bailey asks what protocols, because they're not a medical facility, or are they? Nancy says they help mommies and daddies and babies and she can show them how much if they'd like to see the next phase. She offers Carina a bag and Carina tells her to lead the way.
Jack moves the sink away from Jim as Vic checks on him. His collarbone is broken. Gabe and Jim continue arguing about the house. Gabe walks to the other side of the room, but the floor falls and he gets trapped halfway between the floors.
Jack radios to Theo that the floor collapsed, so now they have two injured civilians. Sullivan tells Theo to stop treating his team like it's their first day on the job. He needs to trust all of them and act fast. He was chosen to be captain for a reason and he should trust that. Theo asks if his basement plan will really work. Sullivan assures him it will. Theo says they can stabilize the house and feed a ladder in through the window. He has them take Maya with them to work on that.
Robel Osman talks to Travis about his plans for the city. As he walks away, Eli comments that Osman is good, but Travis is better. Dixon approaches them and asks if Travis saw the ad. He can't wait for Travis to see the next one. They found some interesting stuff about his mom and dad. Travis says it's disgusting that he's using Travis's relationship with Emmett to dig up dirt. Dixon says Emmett understands. It would be a good time for Travis to drop out. As Dixon walks away, Eli tells Travis to use the anger.
Nancy shows Carina, Bailey, and Ben a closet where they have baby supplies. They're prepared to supply them with things for the first year of the baby's life. Carina says not everyone wants to have children. Nancy says those people can just put the baby up for adoption. Ben says the foster care system is overwhelmed. He asks if she ever checks on the kids she's forcing women to have. Carina says the US has the highest maternal mortality rate of any high-income country. Nancy never even asked if Carina had a previous problem with a pregnancy or any other health concerns. She's an OB. She's seen women bleed out because of that. But Nancy doesn't see that because she's just playing doctor. Nancy says everything they're doing is legal and if they don't like it, to call their congressperson, because it's their tax dollars at work. Ben is angry that his tax money is funding a clinic that is lying to people. He asks how Nancy can do that. She says she cares about life and has security remove them.
Sullivan has stabilized the house.
Vic says they need to secure Gabe until they can get the ladder in. She uses webbing to get herself over to him as Jack supports her. She attaches a rope to Gabe and Jack holds him steady as Vic moves back to safety.
Maya breaks a window and clears the glass away.
Jack holds Gabe steady as Vic leads Jim out.
They feed a ladder through the window and Maya and Andy climb in. They get to Gabe and put a collar on him, then get him onto a backboard and out through the window. He wakes up as they tend to him on the sidewalk. They lift him.
USAR arrives and Cutler directs them.
Jack asks if there was ever a time when Jim and Gabe didn't want to kill each other. Jim says when their mom was alive, fights never lasted long. Gabe says their mom loved the house and Jim just wanted to sell it. Jim says restoring the house won't bring her back. They load Gabe into the aid car.
As they walk out, Carina, Ben, and Bailey hear protestors, led by Dayna Rutledge and Peggy Knox, who are warning people that there aren't any doctors working there and offering to take them to a real clinic. They join the protest. Bailey sees a woman approaching and gives her a card directing her to the clinic.
Andy checks in with Theo. Theo's only thought for the day was not to be like Beckett. Andy says he accomplished that, but he knows he overdid it. Andy says in the end, he made the right calls and they're all safe and together. Today's a win.
Osman takes his turn to speak. Dixon speaks in response as Travis notices a cable with a break in it. Dixon asks why Osman has been on city council for so long and hasn't done anything. And Travis has no ideas or experience. Travis is called to go next. First, he asks for electrical tape so he can fix the cable. He'd rather take a moment to solve a problem before it gets bigger. He can't even start the bigger conversation until he makes sure they're all safe. The crowd cheers for him, including the members of station 19.
As they finish up dinner, Carina, Ben, and Bailey talk about Nancy. Ben understands why they had to see it because he wouldn't have believed it if he hadn't seen it. Carina says she helps women bring babies into the world while they're screaming in agony. That kind of decision requires certainty, which she says as someone who wants to have a baby. Ben still wants Bailey to stay safe. Bailey says she's worried every time he goes to work. But she knows he won't quit. He knows she won't quit, but he wants her to be safe. Carina watches them kiss and says she needs to go tell Maya something.
Vic sees that Andy still hasn't texted Eli back and says if he were a firefighter, she would have decided already. Next, Vic asks Andy about how Theo's doing. She knows he was a lot. She tells Andy to text Eli back as Theo calls her to the office. Andy asks Sullivan about how things got heated between him and Theo. She wonders why Ross didn't ask him to do the job. He wonders why Ross didn't ask her and she says Ross did, but she turned it down because she doesn't want it as a temporary thing. She wonders again why she didn't choose Sullivan. He says she'd have to ask Ross.
Carina finds Maya working on the ladder truck. Maya's glad to see her. She understands something now. They never finished their foundation and they tried to build a structure on a foundation that couldn't support it, but she wants to fix it. Carina wants to fix it too. She knows Maya's been trying and Carina hasn't been clear with it. She knows Maya will keep trying, but she can't ready Carina's mind. She wants to be with Maya. She wants to let gravity pull her back to Maya, but she needs to know the foundation is real. She needs Maya to win her back slowly. Maya asks what that means. Before Carina can say anything, Maya asks her out on a date. Carina smiles.
Theo says all Vic had to say was that she was busy. Vic says she did, but he wouldn't stop. She was trying to keep the brothers from killing each other, but Theo kept asking for updates. And Jack was right there, so she wasn't totally alone. Theo says the one thing he said was to keep communication open. She says that's rich coming from someone who's been closed off. He used to be an open book, but he's not anymore. She reminds him of how he didn't say anything when Ross gave him full credit for the arson investigation. They did that together, and he didn't say a word about it. Theo offers to call her right away, but Vic doesn't want that. Theo starts working on the tablet, so Vic says he doesn't seem interested in sharing himself with her unless she drags it out of him. Theo says she's not his therapist and tells her not to turn her radio off again. Vic leaves the office.
Travis and Eli celebrate Travis's success at the town hall. Eli was right about Travis talking about things he knows well. Eli says people want him. Travis says it's good to be wanted. They look at each other for a moment, then start kissing and undressing. Eli puts his phone on the table and doesn't see that Andy texted him back, saying yes to dinner.
Maya parks her car and gets out. Dixon offers her some coffee, but she's on her way to bed. As she steps onto the sidewalk, he hands her an envelope. He knows she has problems with Ross and the people she promotes and doesn't. Maya tries to hand the envelope back to him, saying she just wants to go to bed, but he says to look at it. She pulls out some pictures of Ross and Sullivan together. He says if the union saw those, it would be good for him and good for Maya. He leaves the coffee and walks away.

Unstable House[]
Station 19 got called out to 2650 Greenwood Avenue. They arrived to find a neighbor who had called because she saw smoke coming from the house. Jack and Vic entered the house to find Gabe and Jim Neely fighting as Gabe tried to do renovations on the house. Gabe broke through a window, sending a shard of glass into the neighbor's eye, so Maya took her to the aid car so she could be taken to the hospital. The house had signs of water erosion and an unstable foundation. Theo had them get the utilities turned off and told Jack and Vic they needed to evacuate. Gabe refused to listen and continued taking a sledgehammer to the wall. This led to the brothers fighting and the house cracking, sending down a sink that hit Jim in the face. Sullivan checked the basement and said they could shore it up enough to stabilize the house and buy them extra time, but Theo was upset that he had checked that and said they'd wait for USAR to stabilize the house. Vic checked on Jim and assessed that his collarbone was broken. Gabe then tried to walk to the other side of the room, but the floor gave out, trapping him between that floor and the basement. Theo decided to let them try to stabilize the floor and feed a ladder through the window to get Gabe out. Once they'd stabilized the floor and were preparing to enter, Vic used webbing to get over to Gabe and secured him. Maya then broke a window and she and Andy climbed in to Gabe. While Vic got Jim out, they put a collar on him and lifted him onto a stretcher then out to an aid car.
