Jim Davies is a social worker. Toby is one of his clients.
History
Jim brought Toby, one of the kids he's responsible for, in to see Cooper. Toby had lupus, which made him difficult to place in foster homes, meaning he was living in a group home. Jim said he'd be with Toby as much as he could during his treatment, but he had other kids he was responsible for as well.
When Toby had to have a stem cell transplant, Jim agreed to stay with him as long as he could because Toby was scared he was going to die.
After his treatment, Toby's condition rapidly improved.

He is a social worker.
