Kate Powell was a firefighter Theo Ruiz used to work with who came in to sub for Ben Warren after he was injured.

Work at 19[]
When Ben Warren was injured in the line of duty and was going to be off for a while, Jack put in for a sub and Kate arrived. Theo and Travis knew her from her time working with Theo and Michael at Station 54 and they immediately started reminiscing. ("What Are You Willing to Lose")
Kate quickly made a name for herself nicknaming people at the station. She ruffled some feathers when she joked about Ben's injuries and Sullivan and Ross's relationship. At the end of the day, when they learned that Beckett wasn't going to attempt to resume his captaincy, Kate went to Theo and told him he could be captain for real again, which she never thought would happen. ("Dirty Laundry")
Firefighter's Ball[]
Kate attended the Firefighter's Ball with Jack as dates. When they arrived, he started talking to her about seeing his sister for the first time since they were separated as children, but she was distracted first by the items available in the silent auction and then by a firefighter she recognized.
Later in the evening, Theo vented to Kate about Vic. Kate believed he and Vic could talk it out, but he said they'd just been talking at each other lately. Kate told him that he had great command of 19 and he deserved the captaincy, which is what he'd wanted Vic to tell him after Andy was named captain instead of him. At some point after this, Kate and Theo ended up kissing at coat check, which was discovered by Jack.
They went back into the ballroom, but the floor collapsed and Kate fell into the resulting hole, where she was buried under rubble. Vic, Travis, and Jack were able to dig her out and get her out of the hole, where they were able to rouse her. They gave her oxygen and said they'd get her to the hospital. ("Glamorous Life")
At the hospital, she was given a neuro consult, but was expected to recover completely. ("This Woman's Work")
Clinic Lockdown[]
With the news that Jack wouldn't be able to be a firefighter anymore and with Travis and Vic out for the day, Kate again subbed at station 19. She upset people when she made jokes about Jack's health. Andy assigned her to restocking the clinic. When Kate objected, Andy told her she could do that or she could be on the desk, so she chose to do the restocking. When Alice, a patient, had symptoms that could indicate a highly-contagious disease, the clinic was locked down while they contacted the CDC and determined the cause of her symptoms. When Alice was diagnosed with Dengue Fever, the lockdown was lifted. ("Good Grief")
While subbing at 19 during a full moon, she upset the team by hoping for it to be a quiet one. The team ended up responding to multiple calls. Between calls, Kate told Theo about her second job working for a private firefighting company, telling him they were paying well for experienced firefighters. ("Trouble Man")
Fall City Wildfire[]
Theo, Dominic, and Kate were called to Cloudhead Ranch to protect one building at a campground as a wildfire approached the area. Theo expressed discomfort with the idea of protecting a building while lives were at stake, but Kate reminded him that that was their job. Later, when Theo and Dominic abandoned their post to help station 19 evacuate a civilian, Kate quipped that they'd end up getting fired for it. ("How Am I Supposed to Live Without You") Even without Theo and Dominic helping, Kate continued to work to protect the building as assigned. When Dominic and Travis, who were coming to ask Kate for the satellite phone, saw fire tornado approaching, they attempted to warn Kate. She heard them, but it was too late and the fire tornado picked her up and threw her into the building, killing her. ("One Last Time")
