Full Summary[]
The members of Station 19 are somber in the beanery. Maya comes in smiling, but it drops when she sees everyone else.
Andy enters the barn, which is set up for her pinning ceremony.
Maya pulls out her phone and shows of a picture of Liam wearing a onesie that says, "New to the crew." Ben looks at the picture and asks Travis if Liam is young enough to work with him. Travis fires back angrily. Maya tries to make a joke about Ben's age, but it falls flat and she apologizes. Andy comes in and says she knows their last shift was a lot. Today's a new day. She also tells them about Theo resigning. Beckett asks if it solves the budget issues and she says it helps. And then tells Vic that Ross wants to see her in the conference room.
Vic enters the conference room. She tells Ross she knows her naloxone initiative was denied. Ross says it wasn't. It wasn't even considered because as of the end of the fiscal quarter, Crisis One will not longer be considered in the budget. She's truly sorry, because she sees the immense value the program brings to the city. Diane's been notified as well. Vic just asks to be dismissed and leaves.
Becket and Maya meet on the stairs. Maya apologizes for bringing him the bottle of whiskey, as she hadn't apologized before. She truly regrets it and has no excuse for it. He says it's water under the bridge.
Andy is doing paperwork when Maya comes in and asks what's going on. Andy says she choked. She destroyed the entire team's morale in one shift. Maya says Pruitt was her hero, but even he wasn't a perfect captain. They lose people. They have to move to the next call because there's no life to be lived in the ashes. Andy just thought she'd be better at the job. Maya says to embrace what she learned and be the captain they know she can be. She doesn't have to lead from Pruitt's shadow. Andy says Maya's always shown up for her, even when she tried not to be Maya's friend, way back at the academy. Andy asks Maya to pin her badge on her at the ceremony. Maya says she'd been honored. She likes being able to call Andy captain.
Sullivan asks Ben how he proposed to Bailey. Ben starts to tell him, but then notices the ring Sullivan has. He offers to help Sullivan to come up with some ideas, but Sullivan knows what he has to do. Sullivan leaves and Ben takes out a syringe and a vial.
Maya is video calling Carina and says she wishes she was there to hold Carina's hand. Carina says there will be so many appointments for the IVF and she'll be there for the important ones. Maya thinks they're all important. Carina asks how the ceremony was, but it hasn't happened yet and things at the station are tense. Carina gets called for the appointment, so Maya says goodbye to her and to Liam and asks Carina to call her after the appointment.
Ross starts to speak about Andy's accomplishments. In the audience, Travis says they can't cut Crisis One and offers to talk to Eli. Vic tells him not to bother. She's glad it's done because it sucked doing it alone anyway. As Ross continues her speech, the lights go out. Travis makes a joke about the budget cuts going too far, then the team is called out to the Space Needle. They recognize the voice of Dispatch as Jack's. They all race to grab their gear.
Andy radios asking for an update. There was a power surge, then a blackout, and then reports of smoke. There's a fire at the substation across the street that's believed to be the cause. Andy wishes Jack a happy first day. He says they're not supposed to use names, so he suggests they call him Gibby. As they arrive on scene, Jack informs them that there are trapped passengers in one of the elevators.
Andy sends Ben and Sullivan to do fire attack with Engine 15. Travis and Vic are assigned to the elevator. She wants them to rappel down from the outside to get in. Maya and Beckett are on Search and Rescue. Beckett tries to object, but Andy tells him to go.
As they enter, they send uninjured visitors down to safety, cautioning them to be slow and careful as they descend.
Ross finds Andy and asks for an update. Sullivan radios out to ask what's ahead and Andy says they're still waiting on blueprints, but Ross knows where to direct them. Andy asks if she's assuming command. Ross asks if she needs to and Andy says no, which is good because Ross has to go talk to the press. She wants containment as soon as possible. They'll have eyes on them around the world.
As people exit the top of the Space Needle, Vic and Travis prepare the equipment for Vic to go down to the elevator. Maya gets upset with Beckett because he's not sticking with her. They search for people. Travis lowers Vic, but the helicopters circling are making it hard for her to rappel safely. Andy says she's working on it. She's finally able to get down to the elevator. She hears people inside panicking when she lands and calls out to them to explain that she's there to help. Through the door, Riley Jones continues to panic. Vic hears a thud and Gerry explains that his wife, Lisa, has epilepsy and is having a seizure. Vic has them step back so she can open the doors after Travis lowers her enough.
Sullivan and Ben look for the fire. The smoke gets thicker as they move. Finally, they find embers. They warn Andy that the fire is in the ventilation system. They try to put it out, but they have low water pressure. She tells them to do what they can and calls for backup from 88.
Carina is in a parking garage. Liam is crying in the backseat, so she reaches back to give him his pacifier. Behind her, Charles swerves in his car and hits another.
Carina calls in to report the accident. Then she puts Liam's window down and tells him she'll be right back, then goes to check on Charles, who says he's uninjured. He apologizes to Mac and Lacy, saying he heard on the radio about the fire at the Space Needle and that's what caused him to swerve and hit them. Mac has a compound fracture to his humerus and Lacy says she can't move her shoulder, so Carina sends Charles to calm Liam down so she can focus. He says he doesn't know anything about babies, but goes when Carina asks if he knows about compound fractures. Charles asks Liam through the window if he likes the Mariners.
Vic reports on Lisa's condition and requests a basket to evacuate her. Andy has Beckett and Maya join the elevator rescue.
Vic gets a med bag and safety harnesses. Riley asks her to close the door as she unhooks them, but she tells him she can't do that. Stu helps hand out the harnesses and distracts Riley by telling him about all the safety features the elevator has. When the wind picks up, Riley panics more and Gerry tells him to shut up so Vic can help Lisa. Vic has Gerry hold Lisa on her side so she can go help Riley, because there's nothing more she can do for Lisa until the basket arrives. Riley asks again to close the door. He inches toward it and in his panic, he kicks the med bag out the open doors. Vic asks for extra hands.
Sullivan and Ben have put out the fire, but there's still heavy smoke. Andy has them search for more ignition points. Jack advises them of a connected elevator room that has 50 gallons of diesel for a backup generator.
Charles gives Liam his pacifier. Carina calls to him and asks him to bring some diapers from the bag in the front seat. He says he won't change Liam's diaper, but she tells him it's not for the baby. He brings the diaper and she uses them to cover Mac's open wound as an ambulance from Bennett Fire & Ambulance arrives. Lacy is upset with Mac for having his arm hanging out the window, which is how he got injured. Carina recognizes them as brother and sister. Theo is surprised to see Carina as she is to see him. Theo's partner, Dominic Amaya, goes to Lacy's side of the car to check on her as Theo checks on Mac. Lacy says they just left Mac's one-year scan after cancer treatment and he's finally in remission. Lacy tries to refuse to leave, but Mac says he'll be okay and Dominic tells her they need to get her out so they can focus on Mac. Once she's out, Mac starts complaining of pain.
Travis tells Maya that Vic is in the elevator with four civilians. She anchors herself and then starts to count Beckett down, but he jumps before she's ready and has a hard fall. Despite that, he says he's okay and has her lower him the final few feet.
Sullivan and Ben don't have sufficient water pressure to put out the fire they've found, so they back off and look for cover. Their way out is blocked. No other fire attack teams are available to back them up.
Ben calls a mayday. Ross tells him to hang in there as they explore options.
Farris says if they can get another engine, they can run a water relay. Ross says the nearest working hydrant is eight blocks away, but agrees to let them try.
Travis is impatient and wants to do more to help. Maya reminds him that they are helping by holding Vic and Beckett. He's upset with how he left things with Ben. They never fight and he can't lose someone else without getting a chance to apologize.
Dominic tells Lacy he used to torture his sisters, but they'll never admit that their lives would be boring without him. Lacy agrees that they'd never admit it. When they found out Mac was sick, he isolated himself because he didn't want to be a burden, but she knew he could never be a burden. Carina and Theo have Mac on a gurney and Carina sees that Mac's fingers are turning blue. He has no pulse in that arm. Carina has to reduce the fracture to restore blood flow or he risks losing the arm. She does so and they load him into the ambulance. Dominic tells Charles an aid car is on its way, but he says he's fine and he'll go to urgent care if he needs it. Carina goes back to Liam, who is sleeping in his car seat. She gets into her car and tells him she wishes he could have met his zio Andrea, whom he would have loved.
Ross tells Ben and Sullivan they'll have water soon. Their tanks are almost empty. Ben asks Sullivan how he plans to propose. He says on a Tuesday, off-shift, when it's just the two of them. Nothing fancy. Ben says tomorrow's Tuesday.
Beckett says they're ready for extrication and asks if the team is in place. Vic checks everyone's harnesses as they send the basket down. Riley says his mom got him a dog to help get him out of the house. It worked and they went on many adventures together, but then the dog died, so he brought the dog's ashes to the Space Needle so they could have one last adventure together. Vic assures Riley he's not going to die. The basket arrives and Riley tries to insist on going first, causing Gerry to attack him. Vic threatens to restrain all of them, but then calms down and explains to Gerry that Riley is just scared, then explains to Riley that Lisa has to go first, but they'll be right behind her, being pulled by the strongest firefighters she knows. She has Stu talk to Riley while they load Lisa. Stu tells Riley about the Space Needle's history.
Ben tells Jack to help look after Pru and tell Bailey she was worth waiting for. There's an explosion and Ben and Sullivan stop responding on their radios. Outside, Andy and Ross start to worry. They hear on the radio that the fire at the substation is contained, so Andy has the idea to get extinguisher spheres from them to take up. Ross tells her to go.
Inside, Sullivan and Ben are unconscious.
More firefighters come in with extinguishers and start putting out the flames.
Vic and Beckett lead Riley, Stu, and Gerry to safety.
Andy has them get her as close to the fire as they can, then she throws one of the spheres. It activates and puts out the fire. Once it's clear, they find Ben and Sullivan and open their bypass valves to get them air.
Outside, Ross and Ferris wait. They watch as Ben and Sullivan are led out. They start hugging everyone. As Sullivan pulls a cloth out of his pocket, the ring falls to the ground. Osman arrives and is swarmed by the press. Ross looks down when she steps on something and picks up the ring box.
Beckett thanks Maya for having his back. She asks him what happened and he says that he didn't trust her to have his back. He said everything was good, but he got in his head after they talked. He apologizes for not trusting her. She tells him that they wear the same uniform and they're on the same team, so she'll always have his back. They shake hands.
Osman tells the reporters about the fire. When he starts to talk about the elevator rescue, Vic interjects and says what saved the people in the elevator was Crisis One, a project that Osman is cutting. They want to help people, but they can't because of Osman. Travis grabs Vic and tells her to stop. Vic walks away and the reporters start asking questions.
The team gets back to the station. Andy calls Vic, who says she needs a shower. Andy tells Vic she's done for the shift. She needs to get her things and go home. She's lucky she has a job at all. Vic says fine and walks away.
Maya goes to her bunk and finds Carina and Liam. She sees Carina's bloody shirt on a chair and asks if she's okay and Liam's okay. Carina says they're fine and it's a long story. Then she tells Maya her FSH is high, meaning what eggs she has left are not viable and she won't be able to get pregnant. Maya says they have Liam, but they're not even sure they'll be able to keep him. Carina says she's sorry for putting Maya through everything and now Liam won't be able to be a big brother. Maya tells her to stop. She didn't want to have a family until Carina showed her what a family is. Then she asks if Carina can get pregnant using her eggs. She tells Carina they should try and Carina agrees to try.
Sullivan finds Ross on the roof. They hug and she tells him she could have lost everything. She's always been a good soldier. And it's always been men giving her marching orders. She's never been more than a chess piece. She's been stalling on them because she doesn't want him to see her that way and treat her that way. He promises he'll never try to make her play small. They kiss. Ross pulls out the ring and asks if he has something to ask her. He gets on one knee and asks her to marry him. She shrugs, then says yes. He puts the ring on her finger and they kiss.
Theo enters the station. Andy thanks him for coming. He says they have to support each other as legacies. He looks out into the barn and she tells him she sent Vic home because she needs a break.
Vic is lying on the couch. Her phone rings and it's Theo, but she doesn't move. He leaves her a message offering to listen if she wants to talk or sing poorly for her if she wants.
Ross starts the ceremony by saying she's never done a ceremony twice for the same captain, but Andy deserves twice the accolades. She speaks highly of Andy and then calls Andy to the front. Then she calls Maya, who takes Andy's badge and pins it to her uniform. Andy gives a speech, talking about how her father was the first Latino captain. She was inspired watching him lead. She's proud to serve with the people she considers family and is proud to answer the call with them. Everyone claps when she finishes.

Rescues[]
Space Needle[]
Station 19 was called out to the Space Needle, where there had been a power surge, then a blackout, followed by smoke of unknown origin, likely caused by a fire at the substation across the street. There was a group trapped in an elevator. When they arrived, Andy put Sullivan and Ben on fire attack, Travis and Vic on the elevator rescue, and Maya and Beckett to Search and Rescue. She had the rest set up for triage. On the way in, they sent civilians out to safety. Travis lowered Vic to the elevator, where she explained to the people trapped inside what had happened. Inside were Riley Jones, Stu, Gerry, and Lisa. Riley was having a panic attack while Lisa had a seizure. Travis lowered Vic a little bit more so she could get access through the side doors. She opened the doors, increasing Riley's panic.
Inside, Sullivan and Ben followed the smoke to search for the source of the fire. They found it in the ventilation system. They had insufficient water pressure to fight the fire effectively, so Andy called for backup.
Vic gave harnesses to everyone in the elevator while she tended to Lisa, who was intermittently seizing. Things got tense when Riley's panic caused him to knock the med bag out the open elevator doors, but Vic was able to calm them down. Maya then prepared to lower Beckett down to the elevator to help, but Beckett rushed and fell several feel. Maya was able to stop him and then lower him into the elevator.
Ben and Sullivan put out the fire, but there was still smoke, so they searched for another source, with help from Jack at dispatch. When they found it, they knew they wouldn't be able to put it out with the hose they had. The fire spread behind them and trapped them. No other fire attack teams were immediately available to back them up, leaving them to find cover and wait.
Outside, Drew Farris suggested a water relay. Ross felt they couldn't cover the distance, but agreed to let them try. Sullivan and Ben waited as their air ran out.
They got a basket lowered to the elevator and Riley panicked and asked to go first, angering Gerry. Vic yelled at all of them briefly, then talked to them calmly and got Riley to understand that Lisa needed to go first and he would go right after her.
After an explosion, Ben and Sullivan stopped responding. When Andy learned that the fire at the substation had been put out, she remembered they had extinguisher spheres. She ran to get them, then ran them up to the top of the Space Needle, where she used one to put out the fire. Everyone from the elevator was safely evacuated. Then the team went in and found Ben and Sullivan, who were unconscious. They opened their bypass valves, allowing them to breathe again, then helped them get out once they woke up.
Car Crash[]
Carina was leaving her appointment when she witnessed a collision between two vehicles in the parking garage. Charles had run his car into one containing Mac and Lacy, Carina had Charles, who was uninjured, watch Liam so she could help Mac and Lacy. Lacy said she couldn't move her shoulder while Mac had an open fracture to his humerus. Carina used one of Liam's diapers to cover the wound on Mac's arm. When Theo and Dominic arrived, Dominic got Lacy out while Carina and Theo got Mac out. Carina realized Mac didn't have a pulse in his arm, so she reduced the fracture to restore blood flow. Once he was stable, they loaded Mac into the ambulance and took him to the hospital.
