Officer Brown is an officer who responded when Jamal Romero was detained.

Officer Brown and Officer Williams came to she scene as backup, along with Michael Dixon, when Officers Smith and Jones had detained Jamal Romero. Shortly after they arrived, Fire Chief Natasha Ross also arrived, backing up her firefighters, who had been called to the scene to sedate Jamal.
Ross told Dixon she was a spotter in the military, so she noticed everything. She was able to tell that Officer Jones was trigger-happy and Brown was new to the job, while Smith was Dixon's right-hand man. She also deduced that none of the officers had their body cams on. Despite this, Dixon decided he wanted to do things the hard way and refused to back down. He said that Jamal was calm, so it was PD's call. He ordered his officers to bring Jamal in. Jamal panicked and got up and tried to run. Ross, Vic, and Andy put themselves between Jamal and the officers and tried to call Jamal down. Ross asked Dixon just to let them take Jamal home. She had Andy check his backpack and they confirmed he was unarmed and his backpack only held groceries. Ross told them to lower their weapons and go back to their station to write a report that said they detained a kid who was just trying to get home to his mom. She also drew their attention to a window, where a woman was filming and likely streaming their actions. Dixon told his officers to stand down and repeated the order when they didn't immediately do so.
