The Residency Shutdown took place at Grey Sloan Memorial Hospital when the Medical Accreditation Council investigated the hospital and decided their program didn't meet acceptable standards.

MaryAnn Suchan came to the hospital after the Medical Accreditation Council received over fifteen complaints in six months about the residency program. Upon arrival, she had trouble finding someone to talk to about the investigation they were launching to determine if Grey Sloan should be shut down. She was looking for Richard, but Teddy told her he was out for the day. Next she looked for Bailey, only to learn that Owen Hunt was acting as chief for the day. She sat down with Owen and explained that they were considering shutting the whole residency program down. ("Road Trippin'")
On another day, MaryAnn came back with Jamarah Blake and they interviewed the attendings about the program. They wanted to interview residents as well, but they were on grand rounds with Nick Marsh. They noted that the program had lost seven surgeons in the last year. In their interviews, all the attendings defended the program and its efficacy. At the end of the day, MaryAnn and Jamarah said that while the program was excellent, they didn't have enough surgeons to keep it running. They gave Bailey a list of things she needed to do to keep the program open. If they didn't make the changes before they returned, the program would be shut down. ("Put It to the Test")
Bailey pore over resumes for attending surgeons, but Catherine wanted her to focus on keeping the residents and suggested going to each one personally. Bailey also went to Jo and asked her to come back to general surgery, just until the program was off probation. She agreed to do so temporarily. Bailey also had Jordan Wright transferred back to Mayo Clinic, as she didn't want to risk him being left without a residency if their program got shut down. At the end of the day, Catherine said she was bringing on a consultant to help them, while Bailey said she was taking a little vacation time, because she needed a break. ("Should I Stay or Should I Go")
Bailey returned to work to find that the surgical schedule was a mess. She met with Nick, who agreed to take on some surgeries to help as well. ("I'll Cover You")
When Jamarah Blake returned, she was pleased that they'd corrected all the issues as requested, but became concerned that residents were donating blood during their shifts. Bailey assured her it was strictly voluntary and said there was a nationwide blood shortage. While observing a surgery, Jamarah became more concerned when she learned that Meredith was leaving the hospital. ("Out for Blood") She met with Jackson Avery, who said that the Foundation was committed to the hospital's success and was providing additional funding to the hospital to ensure that it happened. She said that Meredith leaving made her wonder what else they were hiding. At the end of the day, Jamarah met with Bailey. She said she'd seen programs fall apart before because surgeons worked together for so long that they no longer respected the authority of the people in charge. She told Bailey she'd be shutting down the program and re-assigning the residents and told Bailey to take the time to rebuild and start over. ("You Are the Blood")
Six months later, Grey Sloan was able to re-open its residency program, recruiting residents who had been kicked out of their previous residencies or never matched in the first place. In addition to these new interns, Levi Schmitt agreed to return to the program as a senior resident after spending six months in an OB/GYN residency. ("Everything Has Changed")
